When did we start to track and keep score of each counties response and contributions during a natural disaster and then turn it into a political horse race?

I don't know but I share your frustration. Bush is probably doing the right thing by enlisting Clinton and Senior Bush. Truman did something similar when he called on Herbert Hoover do oversee relief after WWII.
